The International Association of Schools and Institutes of Administration (IASIA) is an entity of the International Institute of Administrative Sciences (IIAS) but has its own governance: Board of Management and General Assembly and its own network (members). It shares with IIAS the Secretariat.
The IASIA/IIAS will influence the global governance agenda through high impact events targeting and involving both public service and academe; production and dissemination of relevant knowledge on public governance; enabling collaborative and strategic projects with members and partners; and accrediting both academic and professional training programs in line with standards of best practices in public management.
The University of the Philippines (UP) is the country’s national university. This premier institution of higher learning was established in 1908 and is now a university system composed of eight constituent universities located on 17 campuses all over the archipelago. As of 2020, the Commission on Higher Education has declared 41 units of the university as Centers of Excellence; while 5 units have been declared as Centers of Development. https://up.edu.ph/
NCPAG is the country’s leading academic institution in providing instruction, research and extension services in public management and public policy. It was established on 15 June 1952, as the Institute of Public Administration, the first of its kind in Southeast Asia.
PSPA is the only professional association for public administration in the Philippines that aims to advance the “praxis” – study and practice – of public administration and public service in the country through its core programs and services. PSPA members include government employees, academics and scholars, researchers, development and non-government organization workers, professionals, and students of public administration.
EROPA is an international organization of states, groups and individuals in the region of Asia and the Pacific. EROPA was founded in 1960 as a response to the common desire among developing and developed countries to promote regional cooperation in improving knowledge, systems and practices of government administration to help accelerate economic and social development.
EROPA was the first organization in the region to be devoted to the development of public administration in order to advance the economic and social development of countries in Asia and the Pacific.
The United Nations Development Programme (UNDP) is the UN's global development network, advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life.
UNDP is on the ground in some 170 countries and territories, supporting their own solutions to development challenges and developing national and local capacities that will help them achieve human development and the Sustainable Development Goals. Its works are concentrated on three main focus areas: Sustainable development, Democratic governance and peacebuilding, and Climate and disaster resilience.
UNDP helps countries attract and use aid effectively. In all its activities, UNDP promotes gender equality and the protection of human rights.The Pamantasan ng Lungsod ng Valenzuela (PLV) is a local university established by the City Government of Valenzuela in 2002. It is a higher educational institution fully recognized by the Commission on Higher Education (CHED) and offers seventeen (17) baccalaureate courses and two (2) graduate degree programs, including the Bachelor of Public Administration.
The Local Government Academy shall be responsible for human resource development and training of local government officials and personnel for the Department proper and the local government bureaus including regional field offices.
The Pamantasan ng Lungsod ng Valenzuela (PLV) is a local university established by the City Government of Valenzuela in 2002. It is a higher educational institution fully recognized by the Commission on Higher Education (CHED) and offers seventeen (17) baccalaureate courses and two (2) graduate degree programs, including the Bachelor of Public Administration.
The University of Makati (UMak) is a public, locally funded university of the local government of Makati. It is envisioned as the primary instrument where university education and industry training programs interface to mold Makati and non-Makati youth into productive citizens and IT-enabled professionals who are exposed to cutting-edge technology in their areas of specialization.
The PCL-LA is the output of extensive research after a long clamor among many councilors to shift the paradigm in conducting a series of capacity-building activities annually. Its establishment also meant designing customized curricular offerings for the non-college and college graduate councilors to earn baccalaureate degree and master’s degree respectively. Under the charter, the PCL-LA is run and managed by its governing board which is vested with the general powers and supervision in the governance of the academy.
The School of Diplomacy and Governance (SDG) is one of the latest additions to the learner-centered and industry-focused schools within the De La Salle-College of Saint Benilde. SDG was created to respond to the changing times, brought about by Globalization and the Fourth Industrial Revolution, the Benildean-Lasallian way.
The Ateneo School of Government’s main purpose is to provide an institutional vehicle for the development of public servants and a forum for dialogue and partnership among government, private, non-government, and people’s organizations. It has been ASOG’s long-term mission to produce effective and ethical public servants who shall build prosperous and just communities throughout the Philippines, thus becoming an institution for graduate education, training, and technical assistance in the field of leadership and public service.
The Polytechnic University of the Philippines (PUP) is a government educational institution governed by Republic Act Number 8292 known as the Higher Education Modernization Act of 1997, and its Implementing Rules and Regulations contained in the Commission on Higher Education Memorandum Circular No. 4, series 1997. PUP is one of the country's highly competent educational institutions.
ASPAP Inc. is the national organization of academic institutions offering degree programs in public administration, management, and governance in the country. As the only organization of this kind, ASPAP Inc. is an active network of more than a hundred public and private institutions, with regional chapters across the country, unified towards improving and enriching the instruction, research, and practice of Philippine public administration, management, and governance. Over the years, the organization has pursued this by promoting collaboration and co-creation of knowledge, innovation, and good practices among PA schools; enhancing the quality of PA education, research, and services; and building networks and partners with PA and government stakeholders for sustained institutional and policy reforms.
The Philippine Futures Thinking Society (PhilFutures) is the premier membership organization for foresight and future-thinking professionals in the country. It is the organization’s vision to ignite the Filipino Hiraya through the power of foresight as we aim to democratize future thinking through education, training, research, and advocacy.

This conference is a unique opportunity for scholars, practitioners, and policymakers to come together and engage in a critical dialogue on the challenges and opportunities of building better futures of government and governance in a rapidly changing world.
The world we live in today is increasingly volatile, uncertain, complex, and ambiguous. The COVID-19 pandemic has highlighted the urgent need for more effective and resilient public institutions that can respond to the ever-changing needs and demands of citizens. This conference offers a platform for us to share insights, experiences, and best practices on how to address these challenges.
During IASIA2023 we will have the opportunity to engage in stimulating discussions and exchange innovative ideas on a wide range of topics, Education and Training Programmes; Public Sector Ethics and Culture; Public Sector Reform; Sub-National Governance and Development; Gender, Diversity, and Equity; Public Sector Governance, Leadership, and Management; Public Policy, Public Decision-making, and Policy Implementation; Public Sector Human Resources Management; International Dimensions of Public Administration and Public Administration in Fragile and Conflict-Affected States.
I am confident that this conference will not only broaden our understanding of the complex challenges facing governments and societies today but also inspire us to work collaboratively towards a better future for all.

The conference theme, “Building Better Futures of Governance towards Achieving the SDGs in a VUCA World” will deep dive into the concept and issues amidst the VUCA world, Volatile, Uncertain, Complex, and Ambiguous, and will form dialogues that will highlight the good and best practices and lessons learned in various fields in order to create strategies that will lead us to another form of VUCA which is a world that has clear vision, greater understanding, seeking for clarity, and developing agility in the known and unknown possible futures. This conference will likewise use the lens of foresight and futures thinking as a means to prepare for the possible futures of government and governance as most of the countries transition into the post-pandemic period. While all of these are still being anchored with the United Nations Committee of Experts on Public Administration’s (UN CEPA’s) 11 Principles of Effective Governance and three pillars, i.e., effectiveness, accountability, and inclusiveness.
The EROPA, as one of the pioneer organizations in the Asia-Pacific region to be dedicated for the development and advancement of public administration, is one with the IASIA and its network in continuously providing platforms for gauging discussions focused on the pressing issues and roles of public administration amidst and beyond the pandemic.

A format and structure of a paper should reflect its category - either a research paper, a theoretical paper, or a case study. Authors are requested to follow relevant academic standards in this regard. Potential presenters should prepare themselves for an oral presentation of a maximum of 15 minutes. Using appropriate visual technological aids, such as PowerPoint, is encouraged but is not a requirement.
Papers should have a clear conceptual basis and meet methodological research standards. Papers can be based on empirical research or case studies. For single-site case studies, an effort should be made to identify the relevance of the findings to other contexts, thereby introducing a comparative international dimension.
All academic papers are welcomed – quantitative, qualitative, case studies, literature reviews, etc. The value-added, goals, research methods, and findings (and their limits) must be explicitly formulated.
You are requested to follow the proposed structure for the final paper:
Abstract length: 400 - 500 words. | Full paper length: 3 000 - 8000 words
Please take note that all abstracts that do not adhere to the proposed structure will be send back for revision. Also, presenters will not be allowed to present if they have not submitted a full paper before the conference.
