Bio Full professor of Public Policy affiliated at the Department of Public Administration and the Graduate Program in Administration (PPGA/ESAG/Udesc), in Brazil. Ph.D. in Political Science from the University of Milan (Italy), with postdoctoral appointments in Public Policy and Public Administration at University of Wisconsin-Madison (La Follette School of Public Affairs) and the University of Lisbon (ISCSP/ULisboa). He is a researcher specialized in administrative reforms, public management policies and local governments studies. His most recent publication was the Handbook of Public Policy in Latin America (Edward Elgar publishing Co., 2025), along with co-editor Cesar N. Cruz Rubio. Secchi has been a visiting professor at the University of São Paulo (USP - Brazil), Universidad del Valle (Colombia), Instituto Universitário de Lisboa (ISCTE/IUL - Portugal), President of the Brazilian Society of Public Administration (SBAP) and Vice-Chancellor for Budget and Planning at UDESC. As Vice-president for Latin America and the Caribbean at the International Association of Schools and Institutes of Administration (IASIA), Secchi collaborated as a member of the UN DESA/IASIA Task Force to review and update the Standards of Excellence in Public Administration Teaching and Training (2023-2025). Secchi was elected Dean of the School of Administration and Management (ESAG/UDESC) at Santa Catarina State University (2026-2030).
