Bio
Kaibin Zhong is member of the Board of Management, China Society of Administrative Reform (CSOAR), as well as full professor of public administration and Vice Dean of National Institute of Emergency Management (NIEM), with National Academy of Governance. He obtained his bachelor degree in political science and public administration from Peking University in 2001, and a Ph.D. degree in public management from Tsinghua University in 2007. He served as assistant director of the Emergency Management Office of the Guizhou Provincial Government on secondment from December 2014 to December 2015. Professor Zhong’s research interests include public administration, policy process and risk governance. He is the author of seven books in Chinese, which include Twelve Lectures on Emergency Management (2020), Emergency Management: An International Comparative Analysis (2012), and coauthor of three books in English, which include Crisis Management in China: Challenges of the Transition (2022), A Comprehensive Evaluation on Emergency Response in China: The Case of Pandemic Influenza (H1N1) (2019) , and SARS from East to West (2011). He serves as Secretary-General at the China Society of Emergency Management (CSEM), and executive editor-in-chief of Emergency Management Science in China. His articles have appeared in international journals including International Review of Administrative Science, International Public Management Journal, Disasters, and Journal of Contingencies and Crisis Management. He is the recipients of the 2006 Second Prize for Outstanding Achievements in Social Sciences by the Chinese Central Government for his research on crisis management in transitional China, also the 2016 First Prize and 2023 Second Prize for Outstanding Achievements in Philosophy and Social Sciences by the Beijing Municipal Government for his in-depth comparative case analysis of the SARS crisis and A(H1N1) Pandemic in China. Professor Zhong is recipient of CCPS/CAG’s Outstanding Teaching Award (2019) and Outstanding Research Award (2020).
