Bio David Ferraz is an Associate Professor at Iscte—University Institute of Lisbon, where he directs the PhD and Master’s programmes in Public Administration and also leads the advanced training for top- and middle-level public managers (FA>AP) in partnership with INA. He serves on the Steering Committee of the European Group for Public Administration (EGPA) and on the Board of Management of IASIA. He holds a PhD in Public Policy from ISCTE-IUL (2018), an MSc in Administration and Public Policy (2008), and a BA in Public Management and Administration from ISCSP-UTL (2004). He completed the Advanced Studies Course in Public Management (CEAGP, 2006), specializing in Organizational Development, Leadership and People Management, and the INA Public Management Training Course (FORGEP, 2012). An integrated researcher at CIES-Iscte and guest researcher at CAPP/ISCSP, his interests include administrative reform, digital transformation, people management, and policy evaluation. He was Secretary-General of Portugal’s Economic and Social Council until March 2022. Previously, he worked at INA (2006–2017) in research and consulting, led the Training Unit in Management and Public Administration, and headed the Recruitment and Selection Division supporting CReSAP; he then became Head of Human Resources at IHRU, I.P. (from 2017). Since 2004, he has taught extensively at INA and Iscte (e.g., CAGEP, FORGEP, CADAP, and Public Policy Design, Implementation and Evaluation), delivered invited lectures at HSE-Moscow, presented at ASPA, CLAD, IASIA and PAT-Net, and authored or co-authored publications in management, public administration, public policy, and human resources.
