Bio Dr. Brillantes obtained his AB Political Science, Master of Public Administration, and Certificate in Governmental Management from the University of the Philippines. From 1980-1986, he was a scholar at the East-West Center, University of Hawaii where he finished his Ph.D. and M.A. in Political Science. He took courses in the political economy at the Institute for Policy Studies in Washington DC and special studies in Policy Analysis and innovations in Local Governance at the Kennedy School of Government, Harvard University. He is presently a Professor Emeritus of Public Administration in NCPAG. Dr. Brillantes serves as Secretary-General of the Eastern Regional Organization for Public Administration (EROPA).
