Bio Leonardo Castellón Rodríguez is the Dean of the Faculty of Economic Sciences at the University of Costa Rica (UCR) and a Board Member of the Latin American Group for Public Administration (LAGPA). He has over twenty-five years of experience in public administration, policy design, and academic leadership within the Costa Rican public sector, having served in key positions at the Ministry of Labor, the Ministry of National Planning and Economic Policy (MIDEPLAN), and as former President of the College of Economic Sciences of Costa Rica.

He is currently pursuing a Ph.D. in Economic, Business, and Social Sciences at the University of Seville, Spain. His research focuses on the intersection of Artificial Intelligence and Public Governance, exploring how emerging technologies reshape decision-making, transparency, and citizen participation under the framework of the New Public Governance paradigm. As a professor and researcher, he promotes the modernization of public management education through innovation, ethics, and sustainability. He actively collaborates with international academic networks such as IASIA, UNED, and AUIP, fostering comparative studies and policy dialogues across Latin America and Europe. Leonardo advocates for a human-centered approach to digital transformation in the public sector, integrating academic rigor with institutional leadership to strengthen democratic governance and create public value in a rapidly evolving technological landscape.
