The International Association of Schools and Institutes of Administration (IASIA) is an entity of the International Institute of Administrative Sciences (IIAS), whose mission is to strengthen administrative capacity building around the world, to advance excellence in public administration education and training, and to conduct, discuss, and disseminate cutting-edge scholarly research and "smart practices" on governance and administration. It supports the development of the IIAS and provides a major contribution to the achievement of the mission of the institute: improving public governance research, education, and practice.
The National Center for Public Administration (EKDDA) is the national strategic Organization for the development of the human resources of Hellenic Public Administration and Local Government. EKDDA was established in 1983 and is a Legal Entity under public law, supervised by the Minister of the Interior.
The vision of EKDDA is to contribute to the development of an effective administration by ensuring high quality services for citizens. Its mission is the continuous upgrading of the human resources of the Greek Public Administration through lifelong education and certified training for a more reliable and effective State that serves the interests of the citizen. It is also about the modernization of the Greek public sector and its agencies through research, documentation and innovation. We believe that the most valuable asset of Public Administration is its human resources. The civil servants who are to be seen as the ambassadors of the public service core values: respect of human dignity, transparency, accountability, knowledge, innovation and public interest service.
The IASIA 2026 Annual Conference will take place in Athens, Greece, from October 12 to 16, 2026, under the theme “Rethinking Governance for a Changing World.”
Hosted by the National Centre of Public Administration and Local Government (EKDDA), the conference brings together scholars, practitioners, policymakers, and educators to reflect on how governance must evolve in an increasingly complex and interconnected world.
From digital transformation and climate pressures to shifting public expectations, today’s challenges cut across sectors and borders, exposing the limits of traditional governance models. IASIA 2026 responds by framing governance as a dynamic, adaptive system—one that must continuously evolve to remain effective, legitimate, and responsive.
The conference places equal emphasis on institutional reform and the people who drive it. It highlights the need to strengthen capacity, professionalization, and leadership, while rethinking how public administration is taught through more innovative, practice-oriented, and digitally integrated approaches.
Through plenaries, thematic sessions, Working Groups, and a PhD seminar, IASIA 2026 offers a platform not only to reflect on governance challenges, but to advance practical, forward-looking solutions for more resilient and future-ready public systems.

The roots of administrative practice can be traced back more than 5,000 years to early state formation along the Nile in ancient Egypt. Over time, philosophers such as Plato, Aristotle, and Machiavelli reflected on governance and the organisation of public authority. Great empires, including those of Greece, Rome, and Spain, further advanced administrative systems, while the eighteenth-century tradition of cameralism introduced new approaches to economic management and state reform.
Across subsequent centuries, political leaders and thinkers contributed to shaping modern public administration and its relationship with politics and governance. Today, the discipline continues to evolve as societies confront complex global challenges.
Rapid digitalization, demographic change, environmental pressures, fiscal constraints, and increasing public expectations for transparency and responsiveness are reshaping how public institutions operate and deliver value. These realities call for governance systems that are adaptive, integrated, and capable of learning. In this context, the conference theme, “Rethinking Governance for a Changing World,” provides a timely and necessary platform to reflect on how governance structures, professional practices, and institutional cultures must adapt.
For the global community of public administration scholars and educators, this conversation carries particular significance. Schools and institutes of public administration play a critical role in shaping the future of governance. It has always evolved—shaped by ideas, by experience, and by the determination of people willing to rethink established approaches in light of new realities.
Today, those realities are changing rapidly. Digital transformation, complex policy challenges, new forms of collaboration, and rising expectations from citizens are reshaping the way institutions operate. In such an environment, rethinking governance is not optional—it is essential.
But rethinking governance is not only about structures or technologies. It is about people. We cannot either ignore the conflict raging next door to Greece. By the time this conference will take place, the world could have changed significantly, hopefully for the better, though it is doubtful. This conference invites us to fundamentally re-examine how governance structures, professional practices, and crucially, our education systems must evolve.
This year, we have come to Greece, a nation historically associated with the foundations of democratic governance. Situating our conference here provides a powerful symbolic resonance. It bridges the historical roots of our field with the contemporary governance renewal that our theme demands. The conference offers a forum to explore how governance systems can become more adaptive, inclusive, and future-ready. I am confident the premises here will provide a promising backdrop for a great and successful conference.
Beyond the conference itself, being in Greece is a vital opportunity to strengthen our strategic partnerships in the region. We are committed to deepening our ties with key institutions in Greece and the regional MENAPAR group.
