Open Call for Applications: Position as the ICAPA Accreditation Committee Chairperson

The International Commission on Accreditation of Public Administration education and training (ICAPA) is the quality assurance body of the International Association of Schools and Institutes of Administration (IASIA), an entity affiliated with the International Institute of Administrative Sciences (IIAS).ICAPA evaluates compliance of public administration/ management/governance, public policy and public affairs programs with the Standards of Excellence for Public Administration Education and Training jointly elaborated by IASIA and the United Nations Department of Economic and Social Affairs.

ICAPA’s governance structure includes a Steering Committee (SC), a standing committee of IASIA in charge of ICAPA policy and governance, the Accreditation Committee (AC), which conducts site visits and makes accreditation recommendations and is chaired by a Chairperson, and a Secretariat. Under internal regulations, the SC nominates a prospective Chairperson for the AC for endorsement by the IASIA Board of Management (BoM) based on qualifications. This nomination exercise is the subject of this Call for Nominations.

The call for applications

The SC invites expressions of interest in being nominated for Chairperson of the AC from applicants with the stated application criteria, subject to endorsement by the BoM. Please submit an expression of interest and the stated application materials to Hamid Ali (hamid.ali@dohainstitute.edu.qa) and copy Margaret Tabler  (m.tabler@iias-iisa.org) not later than close of business  June 15, 2024.

Application Criteria

  • Substantial experience as an academic or practitioner of public administration, public policy, or other related disciplines
  • Knowledgeable about program accreditation of public administration programs, including relevant standards/criteria and their application, experience organizing and conducting site visits (preferred)
  • Possession of the below qualifications (as many as possible, preferred)

Qualifications 

The criteria include

  • Experience in the field of Public Administration and Accreditation
  • Knowledge and mastery of Standards of Excellence.
  • Ability to work in a team in an inclusive and participatory manner.
  • Readiness to master any new  Standards of Excellence.
  • Ability to mobilize Networks and Institutions.

Notification of interest in nomination for the AC transmitted to Prof. Hamid Ali (hamid.ali@dohainstitute.edu.qa) and copy Margaret Tabler (m.tabler@iias-iisa.org)  not later than close of business on June 15, 2024

  • Letter discussing the Candidate’s qualifications as set out above
  • CV including skills and experience as Public Administration academic or practitioner and regarding program accreditation activities
  • An interview regarding the candidate’s vision and philosophy about ICAPA accreditation will form part of the process.

Processes

After gathering and analyzing information regarding candidates, the SC will submit names and descriptions of the candidates’ qualifications and experience to the BoM for further action in the form of endorsement of a single Chairman of the AC.
