IIAS Council of Administration Appoints Professor Dr Diana Stirbu as Director General for 2027-2029

Diogo Pereira,

At its meeting on 27 October, the Council of Administration of the International Institute of Administrative Sciences (IIAS) appointed Professor Dr Diana Stirbu as the Institute's Director General for the term 2027-2029.

Professor Dr Stirbu is a public administration, governance and parliamentary studies scholar with more than 20 years of experience across academia, public administration and international collaboration. She is Professor of Public Policy and Governance at London Metropolitan University, where she co-founded and co-directs the Centre for Applied Research in Empowering Society (CARES). She is also Visiting Professor of Policy and Governance at the University of East London.

Earlier in her career, Professor Dr Stirbu worked as a Public Manager in the Romanian Government's public administration reform programme. She holds a PhD and a Master's in Public Administration from the University of Liverpool. Her research focuses on parliamentary effectiveness, democratic participation and public sector reform, and she has collaborated with parliaments and public institutions across Europe, Latin America and Asia. She has also served on advisory bodies for the Welsh Government.

Professor Dr Stirbu will take up her duties at the beginning of 2027, succeeding Dr Sofiane Sahraoui, who steps down at the end of 2026. The IIAS community looks forward to welcoming and working with her over the 2027-2029 term.

Public administration and management research has long drawn most of its ideas from Western, industrialised democracies. Yet Asia and the Global South have become major sites of administrative change, with large-scale reforms, fast-moving technology and some of the most inventive experiments in governance. Research from these regions has grown accordingly, but it is still often used to illustrate or apply theories made elsewhere, rather than to produce new ones.

This special issue of Public Management Review aims to change that. It invites authors to treat practice in Asia and the Global South as a starting point for theory: to test, question or extend established approaches, and to propose new concepts and explanations. It does not look for a single theory of these regions, which are far too diverse for that, but for context-sensitive contributions that also say something useful for policy and practice.
